Foreign. We use international conventions, not Putin's definition of 'Russia'

Putin's war, unlike the American wars, is having a major domestic impact. Although the Ukrainians cannot seriously bomb their territory, on the other hand 1) they have converted industrial production to war production and 2) the loss of labour between deaths, wounded, deserters and emigration of graduates is comparable to that of the great conflicts of the first half of the 20th century. The impact of the US wars was mainly on debt (e.g. Vietnam was one of the causes of the end of Bretton Woods). This war, on the other hand, is 3/4 domestic for Russia. Imvho

This includes ...direct war funding ...military expansion ... creation of the Department of Homeland Security ... cumulative veteran's benefits, and $1.1 trillion in interest on the debt used to pay for it."
